How are North Carolina non-public schools notified when the President of the United States or the Governor of the State of North Carolina orders that US or North Carolina flags be flown at half-staff for a brief period of time?

When the President of the United States or the Governor of the State of North Carolina orders that flags be flown at half-staff, are North Carolina non-public schools required by law to do so?

No.  Such orders are issued only for US or North Carolina government owned buildings. 

However, it is recommended that North Carolina non-public schools and all citizens and businesses also voluntarily do so.
